Re-Regulierung des Marktes für Altenpflege erforderlich

Abstract

ln der Bundesrepublik Deutschland ist der " Markt für Altenpflege" durch vielfältige Regulierungen gekennzeichnet, die privatwirtschaftliche Initiativen sowie eine bedarfsgerechte Anpassung von Angebot und Nachfrage behindern. Eine völlige De-Regulierung wäre der Humandienstleistung "Altenpflege" freilich auch nicht angemessen. Vielmehr kann die Konkurrenz von freigemeinnützigen, staatlichen und privaten Anbietern von Altenpflege durch eine Re-Regulierung so stimuliert werden, daß dadurch Vorteile für die Pflegebedürftigen entstehen. Ein wesentliches Element einer solchen Reform des Altenpflegemarktes ist eine unabhängige Qualitätskontrolle. Ebenso wichtig ist, daß die geplante Pflegeversicherung für stationäre Pflege höherwertige Leistungen bietet, als dies bisher vorgesehen ist, um die Dominanz der Sozialhilfeträger im Markt für Altenpflege zu brechen.
