Die wirtschaftliche Lage Weißrußlands - Konflikt zwischen sozialen Prioritäten und Systemtransformation?: zweiter Zusatzbericht

Abstract

Der Bundesminister für Wirtschaft hat mit Schreiben vom 9. Februar 1993 das Deutsche Institut für Wirtschaftsforschung, Berlin, das Institut für Weltwirtschaft an der Universität Kiel und das Institut für Wirtschaftsforschung Halle damit beauftragt, das 1992 begonnene Forschungsvorhaben mit dem Titel "Die wirtschaftliche Situation Rußlands und Weißrußlands - wirtschaftliches Potential und mögliche Entwicklungslinien" fortzuführen. Die beteiligten Institute legen hiermit ihren zweiten Bericht über die Wirtschaft Weißrußlands vor. Mit diesem Bericht wird versucht, die im ersten Bericht vorgenommene Bestandsaufnahme der wirtschaftlichen Lage Weißrußlands zu aktualisieren. Die Analyse wurde durch die unzureichende statistische Berichterstattung erschwert. Erhebliche Informationslücken sind insbesondere im Hinblick auf die Entwicklung der öffentlichen Haushalte, der Geldmenge und des Kreditvolumens zu verzeichnen. Daher müssen beträchtliche Unsicherheiten über den tatsächlichen Ablauf des Transformationsprozesses konstatiert werden. Vor allem die Auswirkungen der Inflation auf die Einkommensverteilung zwischen den volkswirtschaftlichen Sektoren und den sozialen Gruppen sind wegen der lückenhaften Statistik kaum abzuschätzen. Entsprechend den Vorstellungen des Auftraggebers ist der Bericht in seinem Umfang knapp gehalten worden. Er konzentriert sich auf die wichtigsten Aspekte der wirtschaftlichen Entwicklung und der Reformpolitik in Weißrußland.
