Proportionalität in der Bankenregulierung: Brauchen wir eine Small Banking Box? Eine empirische Analyse

Abstract

This paper addresses the question of whether small banks are disproportionally burdened by recent banking regulation in the follow up of the financial crises. To this end, we empirically investigate the validity of the frequently made argument that small local cannot use scaling effects to reduce the excess cost of Basel III and subsequent regulation, especially according to the Liquidity Coverage Ratio (LCR) and Net Stable Funding Ratio (NSFR), and face a disproportionately high burden of personnel and IT costs. We use data from the German banking sector which is characterized by high heterogeneity and a three-sector structure of commercial banks, cooperative banks and savings banks. Various panel estimations of different costand profit measures yield significant effects of size, type, and regulation on the development of costs and profits.However, we cannot identify a size-specific cost or profit effect of regulation, i. e. our analysis does not supportthe call for small banking box type support for local banks. Dieser Artikel beschäftigt sich mit der Frage, ob kleine Banken durch die in der Folge der Finanzkrisen intensivierte Regulierung der Banken überproportional belastet werden. Dazu untersuchen wir empirisch die Validität des häufig vorgebrachten Arguments, dass kleine lokale Banken die durch die verschärften Regeln seit Basel III induzierten Mehrbelastungen, insbesondere bezüglich Liquidity Coverage Ratio (LCR) und Net Stable Funding Ratio (NSFR), nicht durch Skaleneffekte reduzieren können und dadurch hinsichtlich der personellen und IT-Kosten übermäßig belastet werden. Wir nutzen Kosten- und Gewinndaten des deutschen Bankenmarktes, der durch eine hohe Heterogenität und die Aufteilung in die Sektoren Geschäftsbanken, Sparkassen und Genossenschaftsbanken charakterisiert ist. In Panelregressionen mit verschiedenen Spezifikationen identifizieren wir signifikante Effekte von Größe und Typ der Institute sowie von regulatorischen Eingriffen auf die Entwicklung von Kosten und Gewinnen. Allerdings können wir keine größenspezifischen Regulierungseffekte auf Kosten oder Gewinne feststellen, d. h. unsere Analyse stützt Forderungen im Sinne einer Small Banking Box als Unterstützung für kleine, lokale Banken nicht.
