Die Notwendigkeit einer Absicherung aller Sichteinlagen: der Fall der Silicon Valley Bank und Lehren für Europa

Abstract

We stipulate the protection of all sight deposits. Redeemable and unprotected deposits are the root cause of bank runs. Due to digitalization and social media, speed and contagion risks have further increased. We argue that bank runs, traditionally seen as a disciplinary instrument, are not able to fulfill this function anymore in the light of implicit state guarantees. For that reason, Europe created a new class of debt instruments, so called bail-inable bonds, which are supposed to enable market discipline. MREL and the costs for deposit guarantee schemes serve to reduce moral hazard. We explain our proposal and discuss several counter arguments expressed in the public debate. Wir fordern eine Absicherung aller Sichteinlagen. Jederzeit kündbare, aber ungesicherte Depositen sind der Hauptgrund für Bankenruns. Deren Geschwindigkeit und Ansteckungsrisiken sind durch Digitalisierung und soziale Medien stark gestiegen. Wir argumentieren, dass Bankenruns, die traditionell als Instrument der Risikobegrenzung gesehen werden, diese Aufgabe aufgrund der impliziten Staatsgarantie bei potenziell systemischen Risiken heute nicht mehr leisten können. Stattdessen wurde in Europa eine eigene Klasse von Schuldinstrumenten geschaffen, sogenannte Bail-in Anleihen, die in einem geregelten Rahmen Marktdisziplin sicherstellen sollen. Für die Moral Hazard Begrenzung bieten MREL und Kosten der Einlagensicherung Gestaltungsmöglichkeiten. Wir erläutern unseren Vorschlag und gehen auf zahlreiche Gegenargumente ein, die in der öffentlichen Diskussion vorgebracht wurden.
