Die Konstituierung dezentraler Handlungsräume erneuerbarer Energien: Chancen und Herausforderungen für die Kreation neuer Entwicklungspfade

Abstract

The German Energy Transition led to the constitution of a diversity of decentral action arenas of renewable energies like Bioenergy regions, 100% Renewable Energy Regions and other pilot regions. They are characterised by different regional conditions and actor constellations aiming at diverse goals and activities. The constitution of these new action arenas of energy transition has often been triggered by temporal limited financial and ideal public incentives. But it is depending to a large extent on the initiatives of decentral actors. To the analysis and explanation of these processes approaches of path dependency can contribute. In this article the constitution of new action arenas will be interpreted as an intended path creation stabilised by the development of positive feedbacks. In face of the ubiquity of renewable energies decentral action arenas offer new opportunities to tap the decentralisation of energy production as a potential for regional development. The enhancement of regional economic participation but also the regional adaptation of the development of renewable energies can contribute to this strategy. Die Energiewende führte zur Herausbildung einer Vielzahl neuer dezentraler Handlungsräume erneuerbarer Energien wie Bioenergieregionen, 100%-Erneuerbare-Energie-Regionen und andere Modellregionen. Sie sind durch unterschiedliche regionale Rahmenbedingungen und Akteursstrukturen geprägt und auf verschiedene Zielstellungen und Handlungsfelder gerichtet. Die Konstituierung dieser neuen Handlungsräume der Energiewende wird oft durch zeitlich begrenzte monetäre und ideelle staatliche Anreize ausgelöst, ist jedoch weitgehend von der Initiative dezentraler Akteure abhängig. Zur Untersuchung und Erklärung dieser Prozesse können pfadtheoretische Ansätze beitragen. Deshalb wird die Konstituierung neuer Handlungsräume in diesem Beitrag als intendierte Pfadkreation interpretiert, deren längerfristige Stabilisierung durch die Herausbildung von positiven Rückkopplungen erfolgt. So bieten dezentrale Handlungsräume die Möglichkeit, die mit der Ubiquität erneuerbarer Energieressourcen gegebene Dezentralisierung der Energieerzeugung als Potenzial für die regionale Entwicklung zu erschließen. Dabei geht es um die Erhöhung der regionalen Wertschöpfung und um Teilhabe, aber auch um Gestaltungsmöglichkeiten für eine regional angepasste Entwicklung erneuerbarer Energien.
