Evaluation in der Regionalpolitik

Abstract

Regionalpolitik hat in der Bundesrepublik eine lange Tradition, allerdings wurde über die Erfolgskontrolle der eingesetzten Instrumente erst vergleichsweise spät nachgedacht. Nach einem Rückblick auf die Entwicklung der Regionalpolitik und ihre Evaluation in Deutschland, stehen die zukünftigen Herausforderungen für die Evaluation in diesem Politikbereich im Mittelpunkt. Dabei geht es in erster Linie um die Anforderungen, die aus den Charakteristika dieses Politikfeldes resultieren. Hinzu kommen noch die bekannten methodischen Probleme, die Evaluierungen in allen Politikfeldern aufweisen. Der europäischen Strukturfondsförderung kommt die treibende Kraft für den Ausbau der Evaluierungstätigkeit in diesem Politikbereich zu. Dies trifft einerseits auf die Anzahl und Breite der durchgeführten Evaluierungen in der Regionalpolitik zu, andererseits stellen die europäischen Strukturfondsregeln hohe Anforderungen an Evaluationen. Es entsteht ein Spannungsfeld zwischen den begrenzten methodischen Möglichkeiten des Evaluators, den Spezifika des Politikbereiches und den steigenden Anforderungen der Europäischen Kommission.
