L’injonction territoriale:un levier d’innovation pour l’évaluation des politiques publiques?

Abstract

(VF) Performance publique et innovations territoriales peuvent se rejoindre d’un point de vue original : il ne s’agit pas dans cet article d’évaluer les innovations mais de penser un modèle d’évaluation innovant dans le cadre territorial. La revue de la littérature montre comment dans l’histoire, ce cadre territorial a été porteur de contraintes mais également source d’innovations potentielles pour l’évaluation publique. L’enquête empirique, menée en observation participante, montre trois cas dans lesquels le concept et l’usage du territoire est bien différent. L’analyse des biais de ces trois cas nous donne les pistes d’une évolution publique territoriale innovante par l’action.(VA)Public evaluation and territorial innovations could match with an original point of view : the aim of this article is not to evaluate the innovations but to create an innovative evaluation model in the territorial framework. The literature review shows how in history, this territorial framework has been forced to bearer but also a source of potential innovations for public evaluation. The empirical survey in participant observation shows three cases in which the concept and use of the land is very different. Analysis of the way of these three cases gives us the tracks of an innovative public territorial evolution in action.
