Learning Outcomes: Academic-Administrative Causes Hindering Their Implementation in Higher Education Institutions in Colombia

Abstract

The general purpose of this research was to identify the causes that hinder the harmonious, efficient, and effective implementation of Learning Outcomes in Higher Education Institutions (HEIs) in Colombia. The information collection techniques used were semi-structured interviews and document review, applying capture and measurement, respectively. The study units underpinning this research were individuals and bibliographic sources. Regarding individuals as subjects or key informants, the sample consisted of 13 experienced teachers currently working in Colombian HEIs. The interview instrument was validated by three experts. The data analysis was carried out using the QDA Miner Lite software, based on previously established categories and subcategories, followed by qualitative interpretation and triangulation. The findings revealed challenges such as a lack of training, disconnection between academic and administrative functions, insufficient expertise in specific Learning Outcomes topics, and labor contracts that result in job instability. Consequently, it was concluded that the path toward the development of Learning Outcomes is not an easy task for HEIs. The landscape is perceived as hindered by a heterogeneity of functions, leading to critical paths that ultimately disrupt the interrelation of contributing elements, divert objectives, and prevent the final product from achieving complete quality.
