Иновационната Стратегия И Конкурентните Позиции На Българската Икономика

Abstract

Днес повече отвсякога се налага, България да намери своето място в икономическата структура на Европейския съюз. Предвид желанието за интензифициране на икономическия растеж, Съюзът поставя пред членовете си задачата да открият онези предимства, които ще им позволят да се специализират в производството на стоки и услуги с висока добавена стойност. Тази специализация ще фокусира усилията на всяка страна за култивиране на собствените сравнителни предимства, а предпочитаният инструмент е парадигмата на иновациите. За да отговори на това предизвикателство, България създава „Иновационна стратегия за интелигентна специализация“ през 2014 г. Целта на това изследване е да изясни доколко тази Стратегия отразява реалните възможности на местната икономика да повиши добавената стойност посредством иновации в конкретни, посочени в горния документ, технологични области. Резултатите разкриват, че авторите на Иновационната стратегия не са следвали логиката на Европейската комисия и на Организацията за икономическо сътрудничество и развитие (ОИСР) за идентифициране на икономическите дейности, които имат реален потенциал като сравнителни предимства и ключови компетентности и, респективно, където може да се очаква най-бърз и устойчив прираст на добавена стойност чрез внедряване на иновации. Поради това и нейната роля в икономическата политика на страната е силно занижена.
