Abstract

Публичната администрация подпомага дейността на държавните органи, като осигурява реалното функциониране на държавното управление. Тя регулира отношенията на гражданите с държавните и местните институции, администрира правата и задълженията им, както и начините за тяхното осъществяване. Областната администрация е важна част от публичната администрация. Тя подпомага областния управител да осъществява държавното управление и да осигурява съответствие между националните и местните интереси при провеждане на регионалните политики и постигане на стратегическите цели и приоритети от програмата на правителството. Съвременните разбирания на теорията за качеството на човешкия капитал, ангажиран в публичната администрация, извеждат ключовото значение на фактора на национално ниво. Глобалните промени, свързани с адаптирането дейността на българската администрация с европейската, поставят с още по-голяма тежест въпроса за интегриране, повишаване на капацитета, възможностите за кариерно развитие, оптимизиране на разходите и усъвършенстване управлението на човешките ресурси в държавната администрация.
