Човешкият Капитал Като Фактор На Успешната Дигитализация На Местните Административни Услуги

Abstract

Настоящата статия е посветена на човешкия капитал като ключов фактор на успеха на процесите по дигитализация на дейността на органите на местната власт. Натрупаният опит от периода на членството на България в ЕС и значителните ресурси, вложени в модернизация на органите на централнатаи местните власти, извежда на преден план ролята на човешкия фактор за ефективното внедряване и експлоатация на инструментариума на електронното правителство. Това налага разкриване на ролята на човешкия капитал за успешната дигитализация на работните процеси в местната администрация. Привеждат се аргументи в полза на тезата, че колкото по-високо е неговото равнище, толкова по-ефективно и професионално могат да бъдат осъществени нужните организационни промени за успешно внедряване на нужните технологии и развитието на електронното правителство.
