Функционална Рамка На Дигитализацията В Митническия Контрол

Abstract

С увеличаване обема на световната търговия, както и с динамичното развитие и внедряване на високи технологии, работата на митническите органи става все по-комплексна. Поради тази причина изследването на функциите в митническия контрол е от изключително значение, като дефинирането им спомага за по-точното целеполагане и за обособяването на такива задачи за изпълнение, които допринасят за ефективността от контролната дейност на митниците. Независимо че функциите се извеждат на едно чисто концептуално ниво и сами по себе си не могат да се дигитализират, поради теоретичния им характер, то процесите при реализирането им, които извършват митническите служители за тяхното изпълнение, подлежат на дигитална трансформация. Поради това в разработката са изведени дейностите, присъщи на основните функции на митническия контрол, като е очертано тяхното настоящо дигитално развитие. Също така предвид развитието на нововъведения като Sigle Window се очертава необходимостта от извеждане на преден план на координационната функция.
