Welche Rolle bleibt dem Internationalen Währungsfonds?

Abstract

In den ersten beiden Jahrzehnten nach dem Fall des Eisernen Vorhangs Anfang der 1990er Jahre spielte der Internationale Währungsfonds (IWF) für die operative Wirtschaftspolitik, aber auch für die Gestaltung von Institutionen in Schwellen- und Entwicklungsländern eine wichtige Rolle. Dies lag zum einen an der finanziellen Ausstattung der Organisation, die es ermöglichte, die Aussicht auf günstige Kredite an die Realisierung von wirtschaftspolitischen und institutionellen Reformen zu knüpfen. Darüber hinaus gab es nach dem Zusammenbruch der Sowjetunion aber auch für längere Zeit keine konkurrierende Institution, die es Kreditnehmern erlaubt hätte, den Bedingungen des IWF auszuweichen. Dies hat sich in den vergangenen Jahren geändert, und in diesem Aufsatz soll der Frage nachgegangen werden, ob chinesische Kredite an Schwellen- und Entwicklungsländer zunehmend den IWF als Kreditgeber verdrängt haben. Auf dieser Grundlage soll diskutiert werden, ob der IWF in Zukunft noch die gleiche Rolle spielen kann wie in den 1990er und 2000er Jahren. Trans-Abstract: During the first two decades after the fall of the Iron Curtain in the early 1990s, the International Monetary Fund (IMF) played an important role in day-to-day economic policy, but also in the shaping of institutions in emerging and developing countries. First, this was due to the organization’s financial resources, which made it possible to link the prospect of concessional loans to the implementation of economic and institutional reforms. Moreover, after the collapse of the Soviet Union, there was no competing institution that would have allowed borrowers to avoid the IMF’s conditions. This has changed in recent years, and this article will examine whether Chinese loans to emerging and developing countries have increasingly replaced the IMF as a source of credit. On this basis, it will be discussed whether the IMF can still play the same role in the future as it did in the 1990s and 2000s.
