Abstract
Die zunehmende Konzentration der Arzneimittelherstellung und -entwicklung in China und Indien ist eine ernsthafte Herausforderung für die Versorgungssicherheit und technologische Souveränität Europas. In den vergangenen Jahrzehnten ist die Wirkstoffproduktion immer mehr in Richtung Fernost verlagert worden. Die Gewinne der globalen Arbeitsteilung bestehen in einer günstigen Versorgung mit vielen nicht mehr patentierten Medikamenten. Zunehmende Konkurrenz gibt es aber auch im Bereich innovativer Technologien. Die Corona-Pandemie und die jüngsten geopolitische Spannungen haben die Verwundbarkeit Deutschlands und Europas an dieser Stelle einmal mehr in den Fokus gerückt. Eine größere Krisenresilienz ist deshalb dringend notwendig. Dies kann mit einer Diversifizierung der Handelspartner, dem Aufbau strategischer Produktionsreserven und einer verstärkten europäischen Koordination von Innovationsprozessen und deren Kommerzialisierung gelingen. Um die technologische Souveränität zu stärken, muss die Brücke zwischen Grundlagenforschung und industrieller Anwendung schneller geschlagen werden als bislang. Trans-Abstract: The increasing market concentration of pharmaceutical manufacturing and research and development in China and India poses a serious challenge to Europe’s supply security and technological sovereignty. Over the past decades, active ingredient production has increasingly shifted towards the Far East. The benefits of global division of labor lie in the affordable supply of many off-patent medicines. However, competition is also growing in the field of innovative technologies. The COVID-19 pandemic and recent geopolitical tensions have once again highlighted the vulnerability of Germany and Europe in this regard. Greater crisis resilience is therefore urgently needed. This can be achieved through the diversification of trading partners, the establishment of strategic production reserves, and enhanced European coordination of innovation processes and their commercialization. To strengthen technological sovereignty, the gap between academic research and industrial application must be bridged more quickly than before.
