Das Leitbild einer „aufgeklärten Globalisierung“: Zur Verantwortung von Staat und Unternehmen bei der Steuerung geopolitischer Risiken

Abstract

Die Anfälligkeit der Lieferketten europäischer Unternehmen gegenüber politisch bedingten Störungen und die festgestellte Bereitschaft autoritärer Regime zur Ausnutzung wirtschaftlicher Abhängigkeiten haben deutlich gemacht, wie wichtig es für Staaten und Unternehmen ist, geopolitische Risiken wirksam zu steuern. Von einer Begrenzung dieser Risiken hängt nicht zuletzt die politische Handlungsfähigkeit demokratisch gewählter Regierungen ab. Doch obwohl die Steuerung geopolitischer Risiken, beispielsweise in Lieferketten, in der Marktwirtschaft primär der Verantwortung der Unternehmen obliegt, lassen sich in der Praxis erhebliche Verantwortungsdefizite feststellen, die insbesondere auf Fehlanreize durch Moral Hazard zurückzuführen sind. Daher hängt die Begrenzung dieser Risiken wesentlich davon ab, dass der Staat adäquate Anreize dafür schafft. Dies kann beispielsweise durch Freihandelsabkommen, Sorgfalts- und Berichtspflichten für Unternehmen und den weitestmöglichen Verzicht auf staatliche Bail Outs in Krisenzeiten erfolgen. Trans-Abstract: The vulnerability of European companies’ supply chains to politically induced disruptions and the observed willingness of authoritarian regimes to exploit economic dependencies have made it clear how important it is for states and companies to effectively manage geopolitical risks. Limiting these risks is not least a prerequisite for safeguarding the political capacity of Western democracies. However, although the management of geopolitical risks, for example in supply chains, is primarily the responsibility of companies in a market economy, considerable deficits in responsibility can be observed in practice, which are to be attributed in particular to wrong incentives due to moral hazard. Mitigating these risks therefore depends largely on the state creating adequate incentives for risk management. This can be achieved, for example, through free trade agreements, due diligence and reporting obligations for companies and the greatest possible avoidance of state bail-outs in times of crisis.
