Sozial-ökologische Transformation der Industrie und die Rolle der Gewerkschaften: Politikfelder und Praxis-Ansätze

Abstract

Das verarbeitende Gewerbe steht am Beginn einer grundlegenden Transformation. Um deren konkrete Ausgestaltung wird gegenwärtig heftig gerungen. Hinzu kommt, dass eine sozial-ökologische Transformation nur in dem Maße gelingen kann, wie sich Initiativen gesellschaftlicher Akteure, vor allem in den Bereichen der Industriepolitik und der regionalen Struktur- und Verkehrspolitik, zur Geltung bringen. Neben den Umweltverbänden und -initiativen sind hier vor allem Gewerkschaften und Betriebsräte wegen ihrer besonderen Betroffenheit, aber auch ihrer praktischen Erfahrungen gefordert. Der folgende Beitrag gibt einen Überblick über die wichtigsten offenen Fragen und politischen Kontroversen, die mit der auf die „grüne Transformation“ der Industrie gerichteten Technologie- und Wirtschaftspolitik verbunden sind. Er beleuchtet die Positionierung der Gewerkschaften auf diesen Baustellen und macht auf praktische Schritte aufmerksam, mit denen die Gewerkschaften auf betrieblicher, regionaler und Branchenebene versuchen, ihren politischen Positionen mehr Gewicht zu verleihen. Trans-Abstract: The manufacturing industry is at the beginning of a fundamental ‘green transition’. Many questions about how to shape this transformation are highly controversial. What is more, a green and just transition can only succeed to the extent that the initiatives of social actors, particularly in the areas of industrial policy and regional structural and transport policy, are brought to bear. In addition to environmental organisations and initiatives, trade unions and works councils in particular are called upon here because of their special involvement, but also because of their practical experience. The following article provides an overview of the most important open questions and political controversies associated with the “socio-ecological transformation” of industry in Germany. It sheds light on the positioning of the trade unions in these issues and draws attention to practical steps that the trade unions are taking at company, regional and sectoral level in an attempt to lend more weight to their political demands.
