Abstract

El artículo analiza la transformación acelerada de la inteligencia artificial (IA) y de las tecnologías de la información (TIC) y cómo esta debe abordarse desde dos ejes inseparables: la protección/transformación de los derechos fundamentales y la interdisciplinariedad. Sostiene que el desarrollo estatal requiere políticas públicas responsables, transparencia, gobierno electrónico y orientación social, pero también una ciudadanía y un Estado “en sintonía” con el cambio tecnológico. Expone la evolución de la IA (de sistemas expertos a deep learning, aprendizaje supervisado/no supervisado/por refuerzo) y describe aplicaciones actuales como NLP (chatbots), GAN/GAUGAN (generación de imágenes) y NeRF (entornos 3D). Plantea que la IA es intrínsecamente interdisciplinaria y que su despliegue impacta economía, educación, gestión pública y, especialmente, el Derecho. Advierte riesgos de desigualdad digital, privacidad, ciberseguridad, desinformación y concentración de poder, proponiendo capacitación y políticas graduales según la realidad de cada país, para asegurar beneficios tecnológicos sin vulnerar derechos fundamentales
