La inserci—n escolar en el Ecuador y el papel del Bono de Desarrollo Humano

Abstract

Esta investigaci—n analiza el impacto del Bono de Desarrollo Humano (BDH) sobre la inserci—n escolar, utilizando un dise–o de Regresi—n Discontinua sobre los datos de la Encuesta Nacional de Empleo, Desempleo y Subempleo (ENEMDU) de diciembre de 2009. Los resultados indican que no hay efecto del BDH sobre la inserci—n escolar, considerando la asistencia a primaria y secundaria, y tambiŽn la asistencia escolar global. Una posible explicaci—n para estos hallazgos es el dŽbil o nulo seguimiento y monitoreo del cumplimiento de la contraparte de los hogares beneficiarios de enviar a los ni–os a instituciones educativas. Se evidencia adem‡s, la necesidad e importancia de realizar evaluaciones de impacto peri—dicas en este tipo de programas sociales, para dar cuenta de los efectos en el mediano y largo plazo, as’ como, para mejorar su implementaci—n, monitoreo y focalizaci—n.
