El proyecto de suministro de agua ÒEl ZapotilloÓ: hechos y percepciones

Abstract

El objetivo del presente trabajo es describir cronol—gicamente los hechos que se han suscitado en torno a la presa ÒEl ZapotilloÓ y analizarlos a la luz del marco de an‡lisis y desarrollo institucional (IAD) de Elinor Ostrom, con la finalidad de examinar la viabilidad del proyecto. Se revisaron fuentes period’sticas, informes tŽcnicos, documentos gubernamentales y el Diario Oficial de la Federaci—n (DOF) con la finalidad de rescatar los principales acontecimientos sobre este proyecto. Como resultados se encontraron elementos que explican las razones por las que el proyecto no se ha concretado. La presa genera muchas dudas e incertidumbres. Existe una situaci—n legal complicada que hace inviable tŽcnica y pol’ticamente su culminaci—n, al menos por ahora.
