Fuerza laboral carcelaria: desempleo y miseria en Colombia

Abstract

Este artículo presenta el cálculo de la tasa de desempleo al in-terior de las cárceles del país y el costo estatal en promedio de cada recluso. Se recorre brevemente la configuración histórica de la mano de obra de los reclusos como fuerza de trabajo para, posteriormente, categorizar al desempleo carcelario como el reflejo de la incapacidad de la demanda de trabajo para absorber dicha oferta. El presente análisis busca poner de manifiesto la urgencia de generar nuevas estrategias por parte del Estado para la creación de empleo carcelario, lo cual permitiría mejorar los procesos de reinserción y rehabilitación ligados a las condiciones materia-les de las cárceles y sus internos, reflejadas en los altos índices de hacinamiento que datan de las dos últimas décadas.
