Gerencia social y cambio institucional. Dinámicas y tensiones a partir del big data

Abstract

El presente artículo tiene como objetivo reflexionar frente a la importancia de la gerencia social, en el cambio institucional y la toma de decisiones públicas a partir del involucramiento y análisis de datos. Esto con el fin de comprender las relaciones causa-efecto, que dicho modelo de acción administrativa ha tenido, con respecto a la trasformación del Estado, la reconfiguración del entramado institucional (gobierno), y reducción de la incertidumbre en la toma de decisiones, que requieren del análisis de datos y manejo de su complejidad, siendo Colombia el primer país latinoamericano en gestionar una política pública para la explotación de macro datos según el Departamento Nacional de Planeación (DNP, 2018). Para ello, se utilizó el método de investigación documental, y se recurrió al género académico del ensayo como estrategia discursiva. Los hallazgos permiten identificar las dinámicas, complejidades y tensiones, que genera este modelo de acción administrativa, en un mundo globalizado y con fuerte inclinación hacia lo digital. ******************************************************************************************************************************************************************************************** The objective of this article is to reflect on the importance of social management, in institutional change and public decision-making based on the involvement and analysis of data. This in order to understand the cause-effect relationships that this model of administrative action has had, with respect to the transformation of the State, the reconfiguration ofthe institutional framework (government), and the reduction of uncertainty in decision-making, which require data analysis and management of its complexity, Colombia being the first Latin American country to manage a public policy for the exploitation of big dataaccording to the Departamento Nacional de Planeación (DNP, 2018). For this, the documentary research method was used, and the academic genre of the essay was used as a discursive strategy. The findings make it possible to identify the dynamics, complexities and tensions generated by this model of administrative action, in a globalized world with a strong inclination towards digital. ********************************************************************************************************************************************************************************************* O objetivo deste artigo é refletir sobre a importancia da gestao social, na mudanca institucional e na tomada de decisao pública a partir do envolvimento e análise de dados. Isso para entender as relacoes de causa e efeito que esse modelo de acao administrativa tem tido, no que diz respeito a transformacao do Estado, a reconfiguracao do quadro institucional (governo) e a reducao da incerteza na tomada de decisoes, que exigem análise de dados e gestao de sua complexidade, sendo a Colombia o primeiro país latino-americano a gerir uma política pública para a exploracao de big datade acordo com o Departamento Nacional de Planeación (DNP, 2018). Para isso, utilizou-se o método de pesquisa documental, tendo como estratégia discursiva o genero academico do ensaio. Os achados permitem identificar as dinamicas, complexidades e tensoes geradas por esse modelo de atuacao administrativa, em um mundo globalizado com forte vocacao para o digital.
