Monroísmo y bolivarianismo confrontan en los andes

Abstract

Dos tendencias contrapuestas se han imbricado en la evolución de nuestros países, a partir de su constitución como unidades políticas independientes, en el primer cuarto del siglo XIX: la latinoamericanista y la panamericanista. La primera, defensiva y de inspiración bolivariana, y la segunda, con soporte en la doctrina Monroe (1823), formulada para asegurar la penetración y el dominio hemisférico por parte de Estados Unidos. A fechas recientes, la coexistencia contradictoria de esas posiciones se ha enervado, tanto por el rechazo -enla Cumbredel Mar del Plata (noviembre del 2005)- a la propuesta de George W. Bush, orientada a un relanzamiento del Acuerdo de Libre Comercio de las Américas (ALCA), como debido a los Tratados de Libre Comercio (TLCs) cerrados por Colombia y Perú con la potencia, y que han tenido el efecto de colocar en una encrucijada ala Comunidad Andinade Naciones (CAN).
