Intercambio desigual y tasa de cambio: ¿saqueo o explotación? El aporte de gernot kohler

Abstract

El intercambio desigual es enfocado inicialmente desde algunas experiencias y reflexiones latinoamericanas sobre el tema. En la segunda parte del ensayo se presenta el método de cuantificación de Gernot Kohler, junto a sus resultados para las últimas cuatro décadas del siglo XX. Esas cifras demuestran -contra la sabiduría convencional- que las monedas del Tercer Mundo no están sobrevaloradas, sino muy subvalua das respecto a la tasa real de cambio -medida en Precios de Paridad de Poder adquisitivo (PPP)-. El resultado ha sido una creciente y enorme transferencia de recursos desde la periferia hacia el centro, estimulada por el triángulo sobredevaluación-deuda-dependencia. La propuesta para superar su efecto adverso en la Periferia se hace explícita y queda abierta al debate académico y político entre el Centro y la Periferia mundial.
