Abstract

De acuerdo a documentos a los que se ha tenido acceso, a pesar de la notable discreción con la cual al menos en un inicio se condujeron las negociaciones del ALCA lo que promueve más previsible oposición de la sociedad civil lo que se busca es establecer básicamente una expansión del Tratado de Libre Comercio de América del Norte –TLCAN.2 Esta generalización del TLCAN o bien la extensión de sus principios básicos implicaría establecer: primero, acuerdos preferenciales de comercio, los que permitirían bajar los aranceles o tarifas dentro de los países miembros; y segundo, establecer la zona de libre comercio.
