La gerencia pública y su importancia en el proceso de planeacion y gestion del desarrollo local en los municipios colombianos

Abstract

En el artículo se exponen las políticas públicas y su influencia en la gestión de las empresas públicas; se analizan las características básicas que debe tener un buen gerente público municipal y se estudian los componentes fundamentales de un esquema moderno de gerencia pública municipal. Al final se detallan algunas consideraciones generales sobre el futuro de la gerencia pública en Colombia. La gerencia pública municipal se puede definir como aquel conjunto de estrategias administrativas que guían la gestión del Administrador Público en un contexto sociopolítico y geoeconómico descentralizado, en permanente interacción con el mundo globalizado. En este contexto, dicha gerencia es considerada como sistema en forma de pentágono, en el cual están incluidos los subsistemas político-administrativo, social, económico, manejo de los recursos internos y los aspectos relacionados con la defensa de los derechos fundamentales de los ciudadanos.
