Hacia el fortalecimiento de capacidades de gestión pública en un escenario de posconflicto en San Jacinto (Bolívar), Montes de María, Caribe colombiano

Abstract

El presente es un ejercicio de comparación de elementos conceptuales con la realidad histórica de un ente territorial, cuyo objetivo es describir elementos condicionantes para el desarrollo, e identificar factores para ser incluidos en una estrategia de fortalecimiento de capacidades de gestión pública. La región de los Montes de María ha sido priorizada por el Gobierno nacional para la compensación y retribución de activos económicos y sociales, los cuales resultaron afectados por el conflicto armado. Los resultados revelan que la problemática actual del municipio de San Jacinto es originada por la débil capacidad de direccionamiento y articulación por parte del Gobierno, de capitales intangibles basados en el concepto contemporáneo de desarrollo. Sobre los resultados se construye una propuesta en el marco de la sociedad del conocimiento y del territorio del conocimiento, soportada en la construcción de capital sinergético, la cual implica una nueva visión para innovar en gestión pública.
