La regla fiscal y su papel estabilizador en Colombia: ¿qué se vislumbra en los próximos anos?

Abstract

En este trabajo se analiza la función de estabilización macroeconómica que se le pretende dar al manejo futuro de las finanzas públicas en Colombia, en el evento de que sea acogida la regla fiscal que presentó el Gobierno nacional en julio de 2010. Dicha función resulta relevante para el caso de los países con abundantes recursos naturales de propiedad del Estado, en la medida que la regla permite un mejor uso de los ingresos por su explotación. Los ejercicios de pronóstico que se desarrollan en este trabajo muestran cómo reacciona la regla fiscal ante tres escenarios alternativos de crecimiento de la economía: primero, cuando crece a su nivel potencial; segundo, cuando experimenta una fuerte recesión como la que se presentó a finales de los anos noventa; y, tercero, cuando se registra una fase de expansión como la que se registró entre 1993 y 1997. La regla fiscal conduce a que la política fiscal se maneje de forma contra-cíclica, de manera que por cada punto de aumento en la brecha del producto, el balance primario mejora en 0,3% del PIB. La regla corregirá el manejo pro-cíclico que históricamente se le ha dado a las finanzas públicas del país.******This paper analyzes the macroeconomic stabilization role of the quantitative fiscal rule submitted by the national government in July 2010, if it is adopted. This role is crucial to the case of countries with rich natural resources. The forecasting exercises that are developed in this paper show how the fiscal rule reacts to three alternative scenarios of economic growth: First, when it grows to its potential level; second, when there is a deep recession like happened at the end of the nineties; and third, when there is an expansion phase as it did between 1993 and 1997. The rule will modify the pro-cyclicality management that historically the government has given the country’s public finances.
