Abstract

En los últimos años, la vivienda de interés social (VIS) ha adquirido una creciente relevancia en el mercado inmobiliario colombiano, al punto que actualmente representa 7 de cada 10 viviendas compradas en el país. Este fenómeno ha motivado una amplia producción académica enfocada en los factores, tanto políticos como económicos, de la vivienda VIS. No obstante, la estructura de este mercado ha sido escasamente analizada, a pesar de su importancia para comprender las dinámicas de competencia y bienestar. Este estudio aborda dicha brecha mediante la aplicación de herramientas conceptuales y metodológicas propias de la teoría de la organización industrial, con el objetivo de caracterizar la estructura del mercado de vivienda VIS en Colombia durante el periodo 2008-2022. Los resultados evidencian un mercado que dista de condiciones de competencia perfecta, con altos niveles de concentración y desigualdad entre los oferentes. Además, a nivel departamental, se identifican configuraciones cercanas al oligopolio en varios territorios. -----In recent years, social interest housing (VIS) has gained increasing relevance in the Colombian real estate market, to the point that it now accounts for seven out of every ten homes purchased in the country. This trend has spurred a growing body of academic literature focused on the political and economic factors of VIS housing. However, the market structure of this segment has been scarcely analyzed, despite its importance for understanding competition dynamics and social welfare. This study addresses that gap by applying conceptual and methodological tools from industrial organization theory, with the aim of characterizing the market structure of VIS housing in Colombia between 2008 and 2022. The findings reveal a market that departs from the conditions of perfect competition, showing high levels of concentration and inequality among suppliers. Moreover, at the departmental level, several regions exhibit market structures that resemble oligopolies.
