Abstract

“La evolución de la economía venezolana durante 1988 estuvo dominada por la persistencia de importantes excesos de demanda y por una fuerte represión administrativa de la inflación. El alto déficit fiscal y el mantenimiento de tasas de interés reales fuertemente negativas sirvieron como estímulo al crecimiento de la demanda agregada. Las elecciones presidenciales programadas para finales del ano impusieron al gobierno la contradictoria necesidad de simultáneamente mantener bajos niveles de inflación. Ya desde principios del ano era claro que el programa de refinanciamiento de la deuda externa firmado en 1986 implicaba una caída de las reservas internacionales que hacía insostenible la paridad cambiaria oficial de Bs.14.50/US$. El PIB creció 4.2% durante el ano, permitiendo una reducción del desempleo a 7%. En contraste con 1987 el PIB petrolero creció 2.7% y las actividades no petroleras crecieron 4.3%. En parte estas evoluciones están vinculadas a la caída de los precios del petróleo en el segundo semestre del ano. La inflación fue algo menor que la de 1987. Esta caída está relacionada con la esterilización monetaria causada por el aumento del contravalor en bolívares de las importaciones del sector privado y con la caída de la demanda del público por saldos reales frente a las expectativas de aceleración de la inflación.”
