Abstract

En el ano 2002 se hizo evidente la crítica situación de las finanzas públicas del país. El déficit del Sector Público Consolidado alcanzó una cifra de 3,6% del PIB (frente a una meta de 2,6%) y fue 6,5% del PIB para el Gobierno Nacional Central. Frente a la crítica situación y a las dificultades de acceso a los mercados externo e interno, el Gobierno se vio en serias dificultades para financiar el presupuesto del ano 2003. Vale recordar que los spreads de la deuda soberana alcanzaron a finales del ano pasado un nivel de 1100 p.b. y que en septiembre de 2002 se registró una crisis en el mercado doméstico de los títulos del gobierno TES al incrementarse a 14% la tasa promedio ponderada.
