Efectos de la política de seguridad sobre el crecimiento económico en Colombia 1990-2006

Abstract

El crecimiento económico colombiano durante los últimos veinte anos ha coincidido con un recrudecimiento de los niveles de violenciaen el país. Una alternativa para disminuir los niveles de violencia ha sido el aumento del Gasto en Defensa y Seguridad (GDS), políticaque no sólo está dirigida a devolver el monopolio de la fuerza y de las armas al Estado, sino también como una política que impulse elcrecimiento económico del país. Este trabajo procura analizar el efecto que ha tenido la política de seguridad sobre el crecimiento económiconacional y departamental a través de la inversión. Principalmente, se intenta evaluar si la seguridad es, como se ha planteado enlas últimas administraciones presidenciales, una condición indispensable para el crecimiento de la economía colombiana en el período1990-2006, o si por el contrario, ésta ha sido un parámetro que puede haber ayudado a generar crecimiento económico. Uno de losprincipales hallazgos encontrados en este artículo es que no es posible inferir una relación directa y clara entre el impacto de la políticade seguridad y la inversión nacional o departamental.
