Reforma del sistema de salud en Colombia: focalización del gasto público social en salud

Abstract

Este artículo tiene como fin realizar una aproximación teórico-conceptual al tema de la focalización del gasto público en salud en Colombia que permita luego formular una pregunta de investigación en el campo de la economía de la Salud. El gobierno colombiano, a través de la ley 100 de 1993, reformó el sistema de salud, orientado por los valores de la eficiencia, la equidad, la cobertura universal y la calidad en la prestación de los servicios de salud a la población. Después de precisar el espíritu y los aspectos legales de la reforma, se hace una revisión conceptual en torno a la focalización y los efectos que sobre el ingreso real producen los subsidios a la demanda, por la vía de las transferencias. Es de indicar que a partir de los antecedentes revisados, aún no se alcanzan satisfactoriamente los objetivos del gasto público social en salud
