Elecciones y reelecciones presidenciales en América Latina, 2009

Abstract

Resumen: en 2009 América Latina vive un proceso electoral agitado: siete elecciones presidenciales, dos referendos y tres elecciones legislativas, así lo evidencian. Sin embargo, son las elecciones presidenciales las que mayor interés despiertan, debido a la ola reeleccionista que agita a la región: 14 de los 19 países que la componen han adoptado la reelección presidencial. En este artículo se analiza el fenómeno, presentándolo más como el resultado de la personalización del poder y la provisionalidad institucional, que como fruto de una debida argumentación sobre la conveniencia que tiene este tipo de arreglo político para el adecuado funcionamiento del sistema democrático; además, muestra la actual dinámica electoral latinoamericana, destacando los pros y contras de las reelecciones del Ejecutivo.
