De la planeación normativa a la participativa en Colombia: una aproximación al caso del manejo de los recursos ambientales

Abstract

Resumen El artículo hace una síntesis del proceso de planeación en Colombia hasta la constitución de 1991. En el trabajo se puntualiza que las primeras técnicas de planeación fueron introducidas por la CEPAL (Comisión Económica para América Latina), y tanto el proceso descentralista que vivió el país en la década de los ochenta como el crecimiento de las ciudades colombianas incidieron en el proceso de planeación urbana. En el trabajo se precisa como se consolidad la participación en las propuestas de planeación a los diferentes niveles. Al final se realiza una reflexión entorno a la planeación participativa en el manejo de los recursos ambientales.
