Abstract

El profesor Conde describe la evolución que ha tenido la deuda pública desde 1978;y destaca la forma como a partir de 1990, con la implantación de las ideas neoliberalesen el manejo de la política económica, el problema de la deuda se agudiza. Consideraque al consolidarse en el país el neoliberalismo se han beneficiado algunosgrupos de la sociedad colombiana y del capital extranjero y, en cambio, buena partede la población se ha visto marginada de una presencia y de un apoyo del Estado enservicios clave como la salud y la educación; ya que el servicio de la deuda hacrecido sustancialmente, y de esta forma, los recursos que podrían destinarse a losservicios antes anunciados se han orientados a cubrir las obligaciones adquiridas: obien con el capital nacional o bien con el capital extranjero.________________ABSTRACT:Professor Conde describes the evaluation of the public debt since 1978; he highlightshow from 1990 the public debt becomes a more serious problem due to theimplementation of neoliberal policies. He considers that the implementation of thesepolicies have benefited small groups of local investors as well as some foreigninvestors, while the majority of the population lacks the basic social services ashealth and education. Since the debt servicing has increased, the Government spendsresources paying the incurred liabilities instead of investing in health and education.
