Posibilidades, Logros Y Desafíos En La Implementación De Modelos De Calidad En Los Gobiernos Latinoamericanos

Abstract

Este trabajo revisa el significado y los alcances del concepto de calidad en el ámbito estatal, su rol en el paradigma administrativo conocido como nueva gerencia pública, los modelos más importantes, las particularidades de los gobiernos en Latinoamérica y varios de los proyectos de incorporación de programas de calidad en ellos. Su realización se basó tanto en investigación documental como en un exhaustivo ejercicio de reflexión a partir de la posición del autor como académico, investigador y socio fundador de la Red de Expertos Iberoamericanos en Calidad en la Administración Pública. Concluye recomendando el empleo de filosofías de calidad como requisito para modernizar al sector público.
