Tasas Por Utilización Del Agua ¿Instrumento De Asignación Eficiente Del Agua O Mecanismo De Financiación De La Gestión Ambiental?

Abstract

En este artículo se fijan las condiciones para la distribución de un caudal entredistintos usuarios, bajo el criterio de eficiencia económica agregada. Se determinaque la complejidad que implica la valoración de los usos no consuntivosdel agua, circunscribe el problema de asignación a la implementación de unasolución de segundo mejor. Se concluye que cobrar la tasa sobre la base deun índice de escasez anual, resultado del promedio mensual, es un error deimplementación de las autoridades ambientales, que resulta perjudicial parala conservación del caudal ecológico, y que también puede llegar a afectar alos usuarios aguas abajo. Por último, se presenta una propuesta metodológicapara la estimación de la tarifa de la tasa.
