    Este artículo presenta un caso de articulación público - privada en la provisión de infraestructura de carreteras en Uruguay. Se trata de una concesión a una compañía de propiedad pública, con un contrato denominado valor presente del gasto". Este esquema aparece como una solución adecuada a un marco político adverso a la provisión privada de servicios públicos y sin regulación independiente, dado que permite el financiamiento privado de la inversión y asegura la estabilidad del gasto en mantenimiento. El contrato de concesión minimiza los riesgos asumidos por el concesionario dentro de un marco de incentivos adecuado, disminuyendo la probabilidad de renegociación."
