Comment le commerce international a façonné l’empreinte carbone de la France

Abstract

La France se distingue par le rôle important de ses importations dans la dynamique de son empreinte carbone. Sur la période 2000-2014, l’ouverture commerciale a détérioré l’empreinte carbone de la France, en particulier en raison de la forte croissance des importations chinoises jusqu’en 2008. En parallèle, le progrès technique dans l'Hexagone, mais surtout à l’étranger, a permis une baisse modeste de l’empreinte carbone. Pour un pays relativement peu émetteur comme la France, les transformations ayant lieu hors des frontières nationales jouent un rôle clé dans la dynamique de l’empreinte carbone. Un constat qui invite à articuler les efforts nationaux avec des stratégies internationales pour limiter les émissions liées à la production de nos partenaires commerciaux.
