La courbe de Phillips n’est pas celle que vous croyez

Abstract

Maintes fois bousculée, la courbe de Phillips aurait fini par s’aplatir, même dans sa version la plus sophistiquée, faisant intervenir anticipations d’inflation et taux de chômage naturel. Une nouvelle loi économique à mettre au placard, avec toutes celles qui ne fonctionnent plus ? Plutôt une erreur de conception originelle qui tient à l’époque où elle a été mise en évidence. Car la courbe de Phillips existe bien pour les pays en régime de changes fixes, hier comme aujourd’hui : un cadre dans lequel la relation du taux de chômage à l’inflation et celle à l’appréciation du taux de change réel se confondent. C’est ainsi qu’en réalité se cache derrière la courbe de Phillips traditionnelle une relation entre taux de chômage et variation du taux de change réel, qui s’observe quel que soit le régime de changes, contrairement à la courbe de Phillips traditionnelle. Une erreur qui en a entraîné beaucoup d’autres car, en matière de politique économique, ni les diagnostics ni les arbitrages ne sont les mêmes
