Mehr Wachstum, mehr Beschäftigung, mehr Staatseinnahmen: Wie passt das unter einen Hut?

Abstract

Der Beitrag untersucht die Möglichkeit, durch Änderungen bei den Sozialversicherungsbeiträgen, dem Spitzensteuersatz und der Reichensteuer zusätzliche Einnahmen zu erzielen. Der Befund ist im Kern skeptisch: Weder die angekündigte Einkommensteuerreform noch ein plausibles Szenario für die Anhebung der Beitragsbemessungsgrenzen eignen sich, für sich genommen oder im Zusammenspiel, zur Gegenfinanzierung dauerhaft höherer Staatsausgaben. Mögliche Alternativen zu Erhöhungen der Steuersätze im Bereich der hohen und sehr hohen Arbeitseinkommen: die gezielte Reduktion von Gestaltungsmöglichkeiten bei der Einkommensteuer, eine Verschiebung weg von der Besteuerung von Arbeitseinkommen und hin zu indirekten Steuern, insbesondere der Mehrwertsteuer, oder eine Reform der Erbschaftsteuer.
