Ehegattensplitting reformieren: Familien gezielt fördern und Erwerbsanreize stärken

Abstract

Eine wichtige Stellschraube, um Deutschland auf einen dynamischeren Wachstumspfad zu bringen, ist es, das Arbeitsangebot zu steigern. Nach wie vor sind Frauen am Arbeitsmarkt weniger stark eingebunden als Männer. Für das Arbeitsangebot spielen Anreize im Einkommensteuersystem eine zentrale Rolle. Eine Reform des Ehegattensplittings in Richtung Realsplitting ist ein wichtiger Schritt, um die Erwerbsbeteiligung von Frauen zu erhöhen. Mit dem Vorschlag, das aktuelle Vollsplitting durch ein begrenztes Realsplitting zu ersetzen und die dadurch entstehenden steuerlichen Mehreinnahmen vollständig für ein höheres Kindergeld und einen höheren Kinderfreibetrag zu verwenden, würde das Arbeitsangebot um rund 49 000 Vollzeitäquivalente steigen. Unter Berücksichtigung der erwarteten Verhaltensanpassungen ist die Reform aufkommensneutral.
