Arbeitsanreize und Investitionen stärken: Warum die geplante Einkommensteuerreform zu kurz greift

Abstract

Der Einkommensteuertarif wurde zuletzt vor mehr als 20 Jahren strukturell reformiert. Als Folge belastet der heutige Tarif zusätzliches Erwerbseinkommen stark und vom Spitzensteuersatz sind mittlerweile 4,5 Mio. Personen betroffen. Zugleich ist die Einkommensteuer für viele Unternehmen die entscheidende Ertragsteuer und prägt damit Investitionsentscheidungen. Die geplante Reform der Bundesregierung entlastet kleine und mittlere Einkommen, gleicht die kalte Progression aber nicht vollständig aus und die höhere Belastung oberer Einkommen trifft vor allem unternehmerische Tätigkeit. Zielführender wäre eine Tarifreform, die den Mittelstandsbauch abflacht und den Spitzensteuersatz später greifen lässt, ohne die Verteilungswirkungen der Einkommensteuer aufzugeben.
