Abstract
Die Einkommensteuerreform, auf die sich der Koalitionsausschuss am 1. Juli 2026 verständigt hat, ist mit einem Entlastungsvolumen von rund 10 Mrd. Euro jährlich zu klein, um ernsthafte Wachstumsimpulse zu setzen, und in ihrer Struktur weitgehend auf das beschränkt, was verfassungsrechtlich ohnehin geboten ist. Die öffentliche Debatte konzentriert sich gleichwohl auf die Gegenfinanzierung über eine ausgeweitete „Reichensteuer“. Der Beitrag argumentiert, dass diese Fokussierung in die Irre führt. Erstens ist eine Anhebung der oberen Grenzsteuersätze die logische Kehrseite jeder Tarifentlastung, sofern als politisches Ziel gesetzt ist, dass Entlastungen auf niedrige und mittlere Einkommen fokussieren sollen. Zweitens liegt das eigentliche Problem der beschlossenen Gegenfinanzierung nicht im höheren Satz, sondern in der Absenkung der Eingangsschwelle sowie in der rechtsformabhängigen Belastung von Personengesellschaften, für die die Koalition die naheliegenden Instrumente ohne inhaltliche Festlegung lässt. Drittens werden die Reformelemente mit dem mit Abstand besten Verhältnis von fiskalischen Kosten und Beschäftigungswirkung – Transferentzugsraten, Familienbesteuerung, Tarifindexierung – erneut nicht angefasst.
