Weniger Krankenkassen, geringere Kosten? Eine empirische Bestandsaufnahme

Abstract

Die Debatte um eine Reduktion gesetzlicher Krankenkassen wird häufig mit möglichen Einsparungen bei Verwaltungskosten begründet. Der Beitrag untersucht diese Annahme empirisch und ordnet sie ökonomisch ein. Es besteht kein klarer Zusammenhang zwischen Kassengröße und Verwaltungskosten je Versicherten. Verwaltungskosten werden vielmehr auch durch Faktoren wie Krankheitslast, Servicequalität und nichtpreisliche Leistungen beeinflusst. Eine weitere Verringerung der Kassenzahl könnte daher Wettbewerb schwächen, ohne gesicherte Einsparungen zu erzielen. Die Debatte sollte sich stärker auf wirksame Wettbewerbsinstrumente und strukturelle Ausgestaltungsfragen konzentrieren.
