Was treibt die Ausgaben der Krankenversicherung und wie kann gegengesteuert werden?

Abstract

Eine Auswertung der neueren empirischen Literatur zeigt, dass die Alterung der Bevölkerung – anders als in der Pflegeversicherung – nicht der größte Ausgabentreiber in der gesetzlichen Krankenversicherung ist, sondern der rasante medizinische Fortschritt. Bei ungebremster Entwicklung wird dies schon in wenigen Jahrzehnten dazu führen, dass die Sozialversicherungen infolge massiver Abgabenwiderstände ihre Leistungsversprechen nicht mehr einhalten können. Diese Entwicklung kann jedoch zumindest verlangsamt werden, indem durch ökonomische Anreize die Effizienz im Gesundheitssektor gesteigert wird. Zudem wird es letztlich unvermeidbar sein, bei der Erweiterung des Leistungskatalogs um neue Therapien auch auf deren Relation von Kosten und Nutzen zu achten.
