Expansion des Sozialstaats? Das deutsche Sozialbudget 1992 – 2024

Abstract

Dieser Beitrag dokumentiert die Entwicklung des deutschen Sozialbudgets zwischen 1992 und 2024. Die Analyse zeigt eine deutliche Expansion um real rund 60 %, einhergehend mit einer zunehmenden Sozialbudgetquote. Haupttreiber sind die Funktionen Alter und Krankheit, die heute knapp 70 % der Ausgaben tragen und über 80 % des realen Zuwachses erklären. Steuerfinanzierte Förder‑ und Fürsorgesysteme machen ca. 20 % des Budgets aus. Die Analyse verdeutlicht die Funktion des Sozialstaats als automatischen Stabilisator in Krisenzeiten. Strukturell wirkt der demografische Wandel als zentraler Kostentreiber. Dieser anhaltende Ausgabendruck verschärft die intergenerationale Lastenverschiebung im Sozialstaat.
