Abstract

Infrastrukturen: Weniger Staat ist mehrInfrastrukturen sind kapitalintensive Wirtschaftsgüter, die einen entsprechenden (Re-)Investitionsbedarf erfordern. Der jahrzehntelange Verschleiß des öffentlichen Kapitalstocks zeigt, dass der Staat dem hierzulande nicht gerecht geworden ist. Mit einem einmaligen Nachholen im Hauruckverfahren über einen vergleichsweise kurzen Zeitraum von zwölf Jahren, wie es mit dem Sondervermögen Infrastruktur und Klimaschutz ins Auge gefasst wird, ist es nicht getan. Eine Nutzerfinanzierung würde demgegenüber sicherstellen, dass das Interesse der ökonomischen Akteure an leistungsfähigen Infrastrukturen – ausgedrückt durch entsprechende Zahlungsbereitschaften – unmittelbar in eine Mittelverwendung mündet, die diesem Interesse dauerhaft entspricht und nicht Gefahr läuft, politisch zweckentfremdet zu werden.
