Abstract

Kommt das Geld bei den Kommunen an? Ländervereinbarungen zur Nutzung des kommunalen Arms des SondervermögensVon 500 Mrd. Euro des Sondervermögens Infrastruktur und Klimaneutralität fließen 100 Mrd. Euro an Länder und Kommunen. Während sich die Mittel an die Länder am Königsteiner Schlüssel orientieren und insbesondere wirtschaftsstarke Regionen begünstigen, zeigt sich innerhalb der Flächenländer eine Weitergabe von durchschnittlich etwa 60 % der Mittel an Kommunen. Die konkrete Ausgestaltung variiert dabei stark – von pauschalen Budgets bis hin zu antragsgebundenen Förderprogrammen. Trotz des erheblichen Umfangs bleibt das Sondervermögen insgesamt hinter dem tatsächlichen kommunalen Investitionsbedarf und auch an den üblichen kommunalen Anteilen an gesamtstaatlichen Investitionen zurück, kann jedoch kurzfristig einen Investitionsrückgang infolge der prekären Kassenlage der Kommunen bremsen.
