Abstract

SVIK: Kaum zusätzliche Investitionen im Jahr 2025Trotz des politischen Versprechens, mit dem Sondervermögen Infrastruktur und Klimaneutralität (SVIK) ausschließlich zusätzliche Investitionen zu finanzieren, sind die formalen Vorgaben dazu aus ökonomischer Sicht unzureichend, da sie unter anderem eine zu niedrige Mindestinvestitionsquote, methodische Schwächen und eine reine Orientierung an Sollwerten aufweisen. Ein Vergleich der tatsächlichen Ausgaben der Jahre 2024 und 2025 zeigt, dass die Investitionen des Bundes nur um 1,9 Mrd. Euro gestiegen sind, obwohl 14 Mrd. Euro aus dem SVIK eingesetzt wurden. Dies spricht dafür, dass strengere und qualitativ präzisere Kriterien für die Mittelverwendung nötig sind.
